Open the floor for public forum Public comments, announcements and presentations will be limited to a maximum of three (3) minutes, unless a member of the court requests additional time for the presenter.

Conduct

a public hearing at 10:00 a.m. to consider and to act upon the adoption of Criteria and Guidelines for purposes of Tax Abatement, as required by §312.002 of the Texas Tax Code.

Hear

a presentation from Buddy Hobbs, Fire Chief of the Andrews County Volunteer Fire Department, regarding the purchase of a new pickup for the Fire Department to be made from Fund 31, Fire Department Donation Fund, and take action as necessary. 
7.

Discuss and consider

approving the Right of Way Agreement between Andrews County and Windstream Communications to construct, reconstruct, lay, and maintain by boring under on and across SE 1200 (218'), across SE 1300 (54'), on and across SE 1500 near SE Henley St (396'), and at the SW corner of SE Dobbins Ave and SE 1001 (145'), Section 9, Block A44, Andrews County, Texas.

Discuss and consider

approving the part-time employment of Logan Eades for the position of groundskeeper, pay grade 1, step 1 at rate of $16.00 an hour, effective February 16, 2021 for the Andrews County Ace Arena.

Approve

the minutes from the previous meetings of Commissioners' Court held February 9, 2021 and the Notice of Quorum February 10, 2021. 
10.

Discuss and consider

approving the Screening Service Agreement and Standard Addendum to Agreement with Simpliverified LLC for New Hire Background Screenings, Drug Testing Compliance, and DOT Clearinghouse Compliance, effective February 16, 2021.
11.

Discuss and consider

approving the annual jail audit for the fiscal year ending September 30, 2020 per Local Government Code 351.0415(d).
12.

Discuss and consider

extending the Declaration of Local Disaster for Public Health Emergency until 11:59 P.M. March 19, 2021.
13.

Discuss and consider

approving a resolution to authorize Carol White, Kristi McCurdy, Nancy Jimenez, Kristy Marshall as appropriate signers on the Certificate of Deposit account held at American Momentum Bank. 
14.

Consider approving the various budget amendments for the 2020-2021 Budget year under Local Government Code 111.010(d).

15.

Consider approving the payment of financial obligations and payroll for Andrews County and cancel all warrants.

16.

Entertain a motion to adjourn.
