a public hearing at 10:00 a.m. to consider and to act upon the adoption of Criteria and Guideline for purposes of Tax Abatement, as required by 312.002 of the Texas Tax Code.

the minutes from the previous meeting of Commissioners' Court held March 2, 2021.

Discuss and consider

approving the Referee position for Mykaylynne Wells at the entry level pay for each sport, effective March 9, 2021 for the Andrews County Youth Recreation Center.

Discuss and consider

approving the full-time employment of Maria Perez for the position of a Janitor, pay grade 1, step 4 at rate of $16.26 an hour, effective March 9, 2021 for the Andrews County Parks Department.

Discuss and consider

approving the full-time employment of Marcos Garcia for the position of a Technician, pay grade 10, step 1 at a rate of $21.00 an hour, effective March 9, 2021 for the Andrews County Parks Department.

approving the full-time employment of David Lopez for the position of a Greenskeeper, pay grade 2, step 2 at a rate of $16.42 an hour, effective March 9, 2021 for the Andrews County Golf Course.

to declare as salvage to be destroyed the following items from the Andrews County Adult Probation Office, pursuant to Local Government Code Chapter 263.152(a)(3): Asset Tag # 9054 (HP 564 Photosmart Printer), Asset # 9675 (HP Envy 4500 Printer), Asset Tag# 9695 (HP Officejet Pro 6230), Asset Tag# 8039 (RCA Television), Asset Tag# 8061 (Leather Executive Chair).

approving to declare as salvage to be destroyed the following items from the Texas Department of Public Safety, pursuant to Local Government Code Chapter 263.15(a)(3): Asset Tag# 9113 (Dell Latitude Laptop) and Asset Tag # 8321 (HP printer 6940).

Discuss and consider

approving to declare as salvage to be destroyed the following item from Andrews County Fire Department, pursuant to Local Government Code Chapter 263.152(a)(3): Asset Tag# 9172 (Ice Machine).

approving to declare as salvage to be destroyed the following items from the Andrews County Ace Arena, pursuant to Local Government Code Chapter 263.152(a)(3): Asset Tag # 8193 (Battery Operated Sweeper), Asset Tag #9863 (Nacecare Scrubber Vacuum), Asset Tag # 8895 (BR 18/11 Automatic Scrubber), Asset Tag # 8715 (46" LCD HDTV), and Asset Tag # 8457 (55 Gallon Tank Pump Motor & Spray System).

approving the transfer of a 2002 Ford F-250 Truck, Asset Tag #7717 from Andrews County Precinct 4 to the Andrews County Youth Recreation Center and a HX 10 Center Drive Rotary Cutter, Asset Tag # 9168 to the 4H Shooting Range.

Discuss and consider

approving to declare as surplus to be sold the following items from Andrews County Precinct 4, pursuant to Local Government Code Chapter 263.152(a)(1):Asset Tag #7994 (Oliver Tractor & Mower), Asset Tag # 8929 (Caterpillar Pneumatic Roller), Asset Tag # 8798 (2002 Freightliner Water Truck), Asset Tag # 8573 (1964 International Tractor Mower), Asset Tag # 7995 (Brush Hog Mower 15ft Flex Wing), Asset Tag # 0718 (1982 GMC Winch Truck Model 7000), Asset Tag # 7996 (1995 Cat D6 Dozer), and Asset Tag # 0834 (1982 Ford Tractor Model 6700).

Discuss and consider

approving cooperative agreement between Andrews County Health Department and Odessa College to establish and operate a clinical education program by providing clinical experience in terms of patient and related instruction for students of the school, effective March 9, 2021.

Discuss and consider

approving the Right of Way Agreement between Andrews County and Windstream Communications to construct, reconstruct, lay, and maintain a 12 count fiber optic cable in a 1.25" plastic innerduct by boring under along and across SE 1200, across SE 1300, along and across SE 1500 near SE 501 and at the SW corner of SE 1500 and SE 1001, Section 9, Block A44, Andrews, County, Texas. 
19.

Discuss and consider

approving Application and Certificate for Payment No. 6 in the amount of $211,342.89 from Pharr & Company for construction services at Legacy Park to be paid from Fund 47, Legacy Fund.

Discuss and consider

approving the State of Texas DIR-CPO-4437 Contract between Andrews County and CMC Business Systems, Inc. c/o Canon Financial Services for a Canon iPF-TM-200 Wide Format Printer with scanner at an annual lease cost of $1,461.12 and annual maintenance cost of $540.00 for a total annual lease cost of $2,001.12 payable in 4 annual payments for the County Clerk's to be paid from Fund 023, County Clerk's Record Management Fund. 
21.

Discuss and consider

approving Invoice Numbers 7080 and 7081 in the amounts of $6,230.00 and $45,055.00, respectively, from The Large Art Company for sculptures and artwork at Legacy Park to be paid from Fund 47, Legacy Fund.
22.

Consider approving the various budget amendments for the 2020-2021 Budget year under Local Government Code 111.010(d).

23.

Consider approving the payment of financial obligations and payroll for Andrews County and cancel all warrants.

24.

Enter

into a workshop to discuss and consider:
1. Reviewing and/or revising the fee structure for rentals of County Resources including, but not limited to, buildings, parks, ball fields and ACE Arena.
2. Developing County-wide policies and procedures regarding waiving fees for usage of County resources including, but not limited to, buildings, parks, ball fields and ACE Arena.
and take action as necessary.
