  1. Open Bids for the ACJLA Project. Take action as necessary.

Minutes:

  1. Approve the minutes from the Commissioners' Court regular meeting held March 21, 2023.
6.

Public Forum:

Open the floor for public forum. (Public comments, announcements and presentations will be limited to a maximum of three (3) minutes, unless a member of the court requests additional time for the presenter.)

7.

Public Request:

Hear a request from, Executive Director of, Andrews Chamber of Commerce, Julie Wallace regarding, waiving Rental fees for the Ace Arena for the following upcoming events: Wild, Wild West Fest, July 4 (only in the event of adverse weather), Safe Spot, Holly Jolly Weekend. Take action as necessary.

Tax Assessor-Collector Request:

  1. Hear presentation from Robin Harper, Andrews County Tax Assessor Collector, regarding monthly report and disposition of Andrews County taxes collected for the month of February 2023.
9.

Adult Probation Request:

  1. Discuss and consider accepting the award of the One Time Funding Request in the amount of $13,000 from the Texas Department of Criminal Justice for the conversion fee to convert CSCD software system from Odyssey to CSS in the amount of $2,500 and $10,500 for purchase of desks and office chairs for the Adult Probation Department for a total of $13,000.00.

County Clerk Request:

  1. Discuss and consider the Sales Order Receipt No. 315158 from Kofile Technologies, Inc. concerning the full preservation to properly maintain the County Clerk’s permanent historical records, prior to 1950, consisting of the following volumes:  two (2) Patent, three (3) Field Notes, and four (4) Survey, a total of nine (9) volumes, in the amount of $27,404.30.  This Proposal is an amendment to the Archive Plan previously approved in Commissioners’ Court on September 6, 2022.  To be paid from the County Clerk’s Archive Fund 038.Take action as necessary.
  2.  Discuss and consider the Sales Order Receipt No. 315214 from Kofile Technologies, Inc. concerning the full preservation to properly maintain the County Clerk’s records, dated after 1950, consisting of the following volumes:  three (3) Patent, five (5) Marks and Brand, four (4) Commissioners Court, and two (2) Survey, a total of fourteen (14) volumes, in the amount of $52,854.80.  This Proposal is an amendment to the Records Management Plan previously approved in Commissioners Court on September 6, 2022.  To be paid from the County Clerk’s Records Management Fund 023.Take action as necessary.

Declarations/Proclamations:

  1. Discuss and consider extending the Declaration of Local Disaster for Public Health Emergency until 11:59 P.M. May 08, 2023.Take action as necessary.

Health Department Request:

  1. Authorize HD Director to sign NACCHO Wastewater Surveillance SARS-CoV-2 Mentorship Program Grant should ACHD be selected. Take action as necessary.

County Attorney Request:

  1. Hear a request for security renovations to the County Attorney’s Office and take action as necessary.
14.

Human Resource Request:

  1. Discuss and consider approving the Maintenance Agreement on TIPS Contract #190103 for a Monthly Maintenance Agreement with HI-FIDELITY for all Surveillance Cameras, Equipment and Access controls at all 4 Precinct Barns, Senior Center, Airport, Baseball Fields, Skate Park, B&B, JRC, ACE, Community Building, Lincoln, and the Sports Complex in the amount of $1,195 to be paid out of the Technology Budget. Take action as necessary.
15.

County Auditor Request:

  1. Discuss and consider approving an increase in the petty cash amount authorized at the Health Department from $100 to $450.Take action as necessary.
  2. Discuss and consider accepting the $37,606 allocation of settlement funds resulting from the Texas Opioid Litigation, MDL No. 2018-63587, in the 152ndDistrict Court of Harris County, Texas. Take action as necessary.
  3. Discuss and consider issuing a Commissioners Court Order that grants an exemption from the competitive bidding requirements under LGC Sec 262.023 for the cost of materials and labor to renovate Andrews County Courthouse and Annexes by Dee King Construction LLC which are expected to be in excess of $50,000 pursuant to Andrews County Sheriff’s Security Renovation Plan. Take action as necessary.
  4. Discuss and consider approving the following invoices totaling $40,969.00 to be paid from Fund 25, County Clerk Security Fund:  

               - Invoice 2191 for materials draw of $25,696 for a Garaventa Lift System at the east entrance               of the Courthouse. Take action as necessary.
               - Invoice 2192 for materials draw of $11,000 for construction of an ADA concrete ramp at the                east entrance of the Courthouse. Take action as necessary.
               - Invoice 2193 for materials draw of $4,000 for an ADA single Tormax swing door operator on               the east entrance door of the Courthouse. Take action as necessary.

  5. Discuss and consider approving Invoice 2188 for materials draw of $29,000 for security renovations in the County Attorney’s Office to be paid from remaining funds available in Fund 25, County Clerk Security Fund, Fund 26, District Court Security Fund, Fund 5 General Fund Sheriff’s Office Security Budget and Fund 125, ARPA Fund, as needed. Take action as necessary.

  6. Discuss and consider approving the following invoices totaling $8,500.00 to be paid from Fund 26, District Clerk Security Fund: Invoice 2189 for materials draw of $4,000 for a commercial glass door for the District Judge’s office. Invoice 2190 for materials draw of $4,500 for a commercial glass door for the District Clerk’s office.

16.

County Auditor Reports:

  1. Discuss and consider approving the County Auditor's Monthly Report to Commissioners' Court and District Judge as provided by Local Government Code Section 114.024 and 114.025 hereby identified as the Red Book.
  2. Consider approving the various budget amendments for the 2022-2023 Budget year under Local Government Code 111.010(d).
  3. Consider approving the payment of financial obligations and payroll for Andrews County and cancel all warrants.
