Minutes:

  1. Approve the minutes from the Commissioners' Court Regular meeting held April 04, 2023, at 9:00am.

Public Forum:

  1. Open the floor for public forum. (Public comments, announcements and presentations will be limited to a maximum of three (3) minutes, unless a member of the court requests additional time for the presenter.)

Public Request:

  1. Hear a request from, Reverend Rick Doyle of Fellowship of Andrews Ministers, Regarding the use of the front yard (Main Street) of the Courthouse for the National Day of Prayer event on Thursday, May 4th, 2023, at noon, and the use of 25 folding chairs and a sound system. Take action as necessary.

Precinct 4 Request:

  1. Go out for bids on a ,2022-2023, 3/4 TON Standard Equipment Long bed crew cab with auxiliary fuel tank and toolbox combo with spray in bed liner. Take action as necessary.
8.

Department Reports:

  1. Hear presentations from the following departments regarding the monthly reports of all fines imposed and collected, all judgments rendered and collected for the use of the County, and all jury fees collected in the month of March 2023, pursuant to Local Government Code 114.044 and Texas Government Code 51.402. 
    1. Corina Whithead, Adult Probation.
  2. Hear Monthly Employment report by Director of Human Resources for the month of March 2023

County Recreation Center Request:

  1. Discuss and consider accepting a donation of $2,000 from Orsted for the Andrews County Recreation Center to be used in whatever needs the recreation center may have. Take action as necessary.

Human Resource Request:

  1. Hear monthly Fiber ring update for March 2023.

Declare As Salvage, Pursuant To Local Government Code 263.152 (A)(3):

  1. Discuss and consider approving to declare as salvage to be destroyed the following items from the Andrews County Sheriff's Department: 2018 Chevrolet Tahoe, Asset Tag # A10008; Declared Totaled by Travelers Ins, Company.

FUND 005:

  1. Discuss and consider approving Invoice Number 117415248 for a 2022 John Deere Gator with front bumper/brush guard and power lift cargo box in the amount of $11,345.88 pursuant to Sourcewell Contract 031121DAC, which satisfies state law requiring the County to seek competitive bids for this purchase under Local Government Code 271.102(c), for Andrews County Golf Course to be paid out of Fund 005, General Fund.

Fund 046:

  1. Discuss and consider approving Invoice Numbers 102101 and 11592 from Siddons Martin Emergency Group, LLC to purchase one 2022 Pierce Enforcer Pumper Fire Truck in the amounts of $692,760.00 and $45,314.70, respectively, for a total purchase price of $738,074.70, pursuant to BuyBoard Contract 571-18, which satisfies state law requiring the County to seek competitive bids for this purchase under Local Government Code271.102(c), for the Andrews County Fire Department to be paid out of Fund 046, Fire Truck Fund.

Fund 47 Request:

  1. Discuss and consider approving Invoice No. 323 in the amount of $8,092.36 from Reliable Construction for the Chamber of Commerce building remodel at Legacy Park to be paid from Fund 47, Legacy Fund. Take action as necessary.
15.

County Auditor Request:

  1. Discuss and consider authorizing the County Auditor to apply for FY 2023 State Criminal Alien Assistance Program (SCAAP) grant to help offset costs due to incarceration of “undocumented criminal aliens” under the direction of Justice Benefits, Inc., who will charge 20% of the grant awarded. Take action as necessary.
  2. Hear proposed property, liability and cybersecurity insurance renewal rates from Lloyd Eisenrich with Travelers Insurance and take action as necessary.
  3. Discuss and consider approving a resolution to authorize Corina Whitehead, Stephanie Cortez, Adrian Tarango, Carol White, Kristy Marshall, Tinson Rasbury and Ana-Gabriella Muniz as appropriate signers or countersigners on the Andrews County Adult Probation bank account held at American Momentum Bank. Take action as Necessary.
  4. Discuss and consider ratifying the purchase of Lots 49 through 54, out of a Replat of the West 642.65’, Saratoga Subdivision, Andrews, County, Texas in the amount of $127,233.65 comprised of the contract sales price of $125,000, net closing costs of $1,583.65 and appraisal cost of $650.00.  This purchase is exempt from procurement procedures under LGC 262.023 as any land or right-of-way exemption addressed in LGC 262.024(a)(6). Take action as necessary.
16.

County Auditor Reports:

  1. Consider approving the various budget amendments for the 2022-2023 Budget year under Local. Government Code 111.010(d).
  2. Consider approving the payment of financial obligations and payroll for Andrews County and cancel all warrants.
